To humanize the issues that confront us, and make them more comprehensible, the following scenario is instructive.  If we could shrink Spartanburg County's population to a 'village' of precisely 100 people, with all the existing human ratios remaining the same, it would have the following characteristics.  Data is based on total population of 259,322 (2002 U.S. Census estimate).
